Malaysia announces plans to strengthen airport security.

The Malaysian government has announced a plan to strengthen airport security.

Among the amendments, clearer roles and accountability have been established among implementing agencies through the National Immigration Command Center and the Joint Ministry of Home Affairs – Ministry of Transport Technical Committee, which will support more coordinated implementation. Together with designated liaison officers across the Malaysian Border Control and Protection Agency, the Civil Aviation Authority of Malaysia (CAAM), the Royal Malaysia Police, the Royal Malaysian Customs Department and the Immigration Department of Malaysia, as well as Malaysia Airports through its operational and aviation security functions, this supports a more nationwide approach to border security and control.

The managing director of Malaysia Airports, Dato’ Mohd Izani Ghani, said the coordinated approach addresses a long-standing challenge in managing security at the country’s airports, where issues can often cut across the mandates of multiple agencies. “For many years, national security matters have required us to respond to challenges that extend beyond the airport operator’s core mandate,” he stated. “This coordinated approach provides much-needed clarity on roles and responsibilities, ensuring that each agency can bring its respective authority and expertise to bear.”

The government plans highlight risk-based screening for passengers, crew and baggage, as well as strengthened vetting and access controls for aviation and airport personnel. Malaysia Airports has also welcomed the new agreement to allow targeted physical pat-down screening to resume, based on risk assessment. The organization said this will provide an additional deterrent alongside handheld metal detectors. The deployment of canine units has also been welcomed as a complementary measure. Meanwhile, Malaysia Airports is deploying enhanced screening equipment at KLIA and other regional airports.

CAAM has also introduced regulatory measures to strengthen fitness-for-duty requirements and prevent alcohol and drug misuse among aviation personnel performing safety-critical functions.
